Front-End Engineering Design creates value by reducing uncertainty before major capital commitment. Its usefulness depends on the assumptions beneath it. If the site, feedstock, throughput, product specification, utilities or contracting strategy changes materially, a previous FEED cannot simply be carried forward because the document is complete. It becomes a body of evidence that must be decomposed into what still holds, what can be adapted and what must be recalculated.
The revalidation process should begin with an assumption register. Each core input is connected to the calculations, drawings, equipment sizing, costs, safety studies, permits and performance claims that depend on it. This turns a diffuse revision into a controlled impact analysis. It also reveals where a seemingly minor change—such as moisture content, connection pressure or operating hours—alters several downstream outputs and therefore the investment case.
A mature FEED reset distinguishes technical completeness from decision readiness. A package may contain all expected chapters yet still lack reliable supplier data, integrated utility confirmation or site-specific civil design. Conversely, not every document needs to be recreated when a robust calculation is genuinely independent of location. The criterion is traceability, not volume. Management needs to know why an item remains valid and who approved that conclusion.
The revised FEED should connect directly to change control and the financial model. Updated quantities feed CAPEX; energy and material balances feed OPEX and GHG performance; schedule assumptions feed financing costs and milestone timing; contracting choices allocate interface risk. If these connections are manual or informal, the project may appear technically advanced while the financial case reflects an older configuration.
The executive responsibility is to prevent sunk-cost pressure from lowering the standard of evidence. Reusing earlier work is sensible when its validity is demonstrated. Treating earlier work as untouchable because it was expensive is not. FEED is valuable precisely because it supports better decisions before construction. When material change occurs, the decision-grade response is a documented revalidation gate, not a change of title page.
Executive conclusion
The value of this analysis lies in turning complexity into an explicit chain of evidence, responsibility and decisions. Further references and case material will be added only after verification and public-release approval.
