A visual route from the central question to evidence, governance and an actionable decision.
European grant documentation separates structured administrative data from technical narrative for good reasons, but the separation creates a governance risk. Part A may show one participant structure, duration or budget while Part B explains a different implementation reality. Each document can be internally polished and still fail as a combined decision package. The reviewer then has to reconstruct the project from contradictions that the consortium should have resolved.
The correct approach is a single source of truth expressed through different formats. Names, roles, dates, work packages, deliverables, milestones, locations and financial allocations should originate from a controlled master register. The narrative may provide context and justification, but it cannot quietly redefine structured commitments. Where a field cannot capture necessary nuance, the technical annex should explain it without creating a second baseline.
Reconciliation should happen before drafting reaches final form. A crosswalk can map each material change to its location in Part A, Part B, the budget, the timetable and the supporting evidence. This makes omissions visible and reduces the risk that one late correction creates several new inconsistencies. It also clarifies which elements are changing through the amendment and which provisions of the original Grant Agreement remain fully in force.
The discipline is equally important for governance. Participant withdrawal, task transfer or a new implementation site affects more than a list. It may alter capability, background knowledge, access rights, procurement responsibility and financial readiness. Those consequences need to appear where decision-makers expect them, not only in a justification letter. Coherence is achieved when the legal, technical and operational consequences tell the same story.
A final consistency review should therefore be performed as an independent control, ideally by someone who did not draft the individual sections. The reviewer tests exact facts, not writing style: same action, same period, same consortium, same responsibilities and same evidence base. This is how an amendment becomes legible to the Project Officer and defensible to any later auditor without depending on oral explanation.
Executive conclusion
The value of this analysis lies in turning complexity into an explicit chain of evidence, responsibility and decisions. Further references and case material will be added only after verification and public-release approval.
