Handover Is Knowledge Continuity

A departing supplier must transfer more than final documents

Effective handover preserves assumptions, native files, decisions and access rights so that the project can continue without reconstructing its own history.

THE IDEA IN ONE VIEW

Effective handover preserves assumptions, native files, decisions and access rights so that the project can continue without reconstructing its own history.

Question

When a supplier, beneficiary or technical partner leaves a complex project, the visible deliverables are only part of what is at risk.

Evidence

A controlled handover starts with an obligation map.

Architecture

The handover register should be specific.

Decision

Acceptance is a project decision, not merely confirmation that files arrived.

A visual route from the central question to evidence, governance and an actionable decision.

01

When a supplier, beneficiary or technical partner leaves a complex project, the visible deliverables are only part of what is at risk. Models, calculation logic, native drawings, correspondence, design assumptions, supplier contacts, licences and unresolved decisions may remain distributed across personal systems. If the transition focuses only on final PDFs, the successor inherits conclusions without the working knowledge required to test, update or defend them.

02

A controlled handover starts with an obligation map. The project identifies what the departing party produced, which contractual or Grant Agreement duties remain active, who owns each result and which access rights are needed for continuity. It then distinguishes formal deliverables from supporting evidence and operational knowledge. This is important because a report may be complete as a document while remaining unusable if its source model, data inputs or methodological explanation are missing.

03

The handover register should be specific. Each item needs a description, format, version, owner, location, confidentiality status, intellectual-property position and acceptance test. Native and editable formats should be requested where continued development is required. Open actions, assumptions and limitations should be transferred alongside outputs. Access credentials and third-party licences need separate control so that continuity does not depend on accounts belonging to people who have left.

04

Acceptance is a project decision, not merely confirmation that files arrived. The receiving team should test whether the material opens, reconciles with the latest baseline and supports the next planned task. Gaps should be recorded while the original knowledge holders are still available. This reduces later dispute and creates a fair distinction between evidence that was never produced, evidence that exists but has not been transferred and evidence that requires technical revalidation.

05

The strategic value of handover is resilience. It protects public investment, preserves institutional memory and allows the consortium to change without losing control of the action. A mature contract designs exit from the beginning through record-keeping, ownership, access, assistance and transition clauses. The aim is not to assume that relationships will fail. It is to ensure that the project remains governable if they do.

Executive conclusion

The value of this analysis lies in turning complexity into an explicit chain of evidence, responsibility and decisions. Further references and case material will be added only after verification and public-release approval.
