Technical Freeze Before Financial Commitment
Why capital cannot price a project whose design basis is still moving

Technical Freeze is not the end of engineering; it is the controlled boundary that makes cost, risk and finance comparable.

Finance cannot create stability that engineering has not yet established. When the site, capacity, feedstock envelope, process configuration or major interfaces remain fluid, the capital estimate is not simply uncertain; it may refer to a different asset from the one lenders and investors believe they are assessing. A Technical Freeze provides the common boundary from which cost, schedule, procurement, emissions and operating performance can be tested together.
Freeze does not mean that no design evolution is allowed. FOAK projects need learning. It means that a specified version becomes the authorised baseline and any subsequent change enters formal change control. The change must identify its reason, affected documents, cost and schedule consequence, GHG implication, permit effect and approval route. Without this mechanism, teams can update their own outputs while the project silently fragments into several incompatible versions.
The gate should therefore be evidence-led. It normally requires an approved design basis, defined battery limits, mass and energy balance, site conditions, major equipment philosophy, utility demand, execution strategy, contracting assumptions and a register of open technical decisions. The unresolved items should be classified by whether they affect safety, performance, capital cost, permitting or bankability. A freeze containing invisible critical assumptions is only a visual snapshot, not a control.
Once established, the Technical Freeze strengthens procurement. Suppliers receive a clearer scope, bids become more comparable and contingencies can be tied to named risks rather than general caution. It also strengthens the financial model because capital, operating costs, ramp-up and revenues share a traceable technical origin. This does not eliminate uncertainty; it transforms uncertainty into something that can be allocated, priced and governed.
The executive decision is not whether engineering is perfect. It is whether the project is sufficiently defined to justify the next irreversible commitment. A credible freeze makes that decision explicit. If critical inputs remain provisional, management should either close them, ring-fence them through scenarios or defer the commitment. Moving forward without one of those choices is not acceleration. It is the unrecorded transfer of uncertainty into contracts and capital.
Executive conclusion
The value of this analysis lies in turning complexity into an explicit chain of evidence, responsibility and decisions. Further references and case material will be added only after verification and public-release approval.
